Institutional governance: an analysis of organizational culture in University Research Centers

Abstract
Governance in public institutions implements policies and regulations issued by government entities to achieve objectives; quality management promotes an organizational culture that strengthens the roots of beliefs and values. The objective was to describe institutional governance and organizational culture as management strategies in Venezuelan University Research Centers (CIU). This is a descriptive study with a non-experimental, cross-sectional, field design. A sample of 48 professors-researchers from 6 CIUs affiliated with public universities in Venezuela was constituted. An important result revealed a positive trend towards the management and governance of the organizational culture deployed in the CIUs; with 39.6% in “Good”; 31.3% in “Very good” and “Acceptable” with 22%. It was concluded that institutional governance is implemented in the institutional management of the CIUs, disseminating and strengthening beliefs and values to raise research quality.
